William, retired plumber here. There is no such thing as a relief valve in Fox Metro’s system. From your description, you likely have an issue in the drainage system that connects your house to the city sewer. Usually it’s a clogged pipe. I’d suggest having a plumber inspect and clear out your sewer line.
My experience is with when it rains steady that water backs up from the sewer data on into my basement. Don’t they look at the forcast. Relief valves should be opened in anticipation if no one is there overnight
