No issues until you sent misleading and possibly false information to everyone trying to justify a rate in crease of 45%. You have to consider ALL costs of receiving water which includes the Clear Lake City Water Authority property tax of 0.26% which is a tax the other cites you placed in the misleading graph do not have to pay.
